Turning loss into advocacy. Turning awareness into action. Creating change that lasts.
An advocacy and justice platform working to create meaningful change for children, women and families.
Circle of Daughters was born from the fight for justice for Ophelia and Tarrow. What began as a personal pursuit of answers and accountability has grown into a broader mission: to raise awareness, amplify voices and advocate for meaningful change across the systems that affect children, women and families.
We believe lived experience has the power to create change. That stories deserve to be heard, families deserve to be supported and institutions must be held accountable.
Our mission is to bring people, communities, media and supporters together around issues of child safety, child loss, social justice and systemic accountability.
We are building a platform where personal experiences can become collective action. A place where stories are heard, voices are amplified, support is mobilised and meaningful change can happen.
Through advocacy, awareness, community engagement and strategic partnerships, we aim to contribute to a future where children's lives are better protected, families are better supported and justice is not beyond reach.
WHAT WE STAND FOR
Our work is guided by seven core principles.
Children's safety
Protecting children and strengthening the laws, safeguards and systems designed to keep them safe.
Justice and recognition
Ensuring victims and families are heard, recognised and treated fairly throughout the pursuit of justice.
Accountability
Challenging failures within government, child protection and institutional systems. Advocating for transparency, responsibility and meaningful oversight.
Women's voices
Creating space for women to speak, be heard and advocate for change. Amplifying experiences that deserve greater recognition and visibility.
Grief and family support
Advocating for better access to compassionate grief services and support for families navigating child loss, trauma and complex systems.
Systemic change
Turning lived experience into meaningful advocacy, greater awareness and legislative reform.
Collective action
Bringing people together to create a stronger public voice and build momentum for change.
WHAT WE ARE WORKING TOWARDS
Our mission is both immediate and long-term. We are pursuing justice for Ophelia and Taro while working towards broader changes that can benefit children, women and families across Australia.
01. Justice for Ophelia and Tarrow
Pursuing the legal pathway to justice, accountability and formal recognition of victims through the relevant systems.
Our immediate focus is securing the specialist legal expertise and resources needed to progress the case and pursue the strongest possible outcome.
02. Child Safety Law Reform
Advocating for stronger legislation to protect children from preventable harm.
One of our key objectives is to advocate for legislation that makes it unlawful to leave children unattended in a house, similar to existing laws protecting children from being left unattended in vehicles.
We want to bring greater attention to gaps in child safety legislation and push for stronger protections.
03. Government and Child Protection Accountability
Advocating for greater accountability, transparency and oversight across government departments, child protection services and the systems responsible for protecting children and supporting families.
We believe systemic failures must be examined, responsibilities must be clear and families must have meaningful avenues to seek answers.
04. A Stronger Voice for Women
Creating a platform that amplifies women's experiences, strengthens advocacy and brings greater visibility to issues affecting women and families.
We want to encourage more open conversations, greater recognition and stronger representation for women navigating difficult personal, legal and institutional circumstances.
05. Grief and Family Support
Advocating for better access to compassionate grief services and support for families navigating child loss, trauma and complex government systems.
Families should not have to navigate profound loss while simultaneously fighting to access information, support and recognition.
We want to help drive greater awareness of these needs and advocate for more responsive, accessible and compassionate support.
06. Media, Awareness and Community Advocacy
Building a public platform that connects media, advocates, supporters and communities.
Through storytelling, campaigns, media engagement and public awareness, we want to bring important issues into the open, share lived experiences and mobilise support for change.
Awareness is the starting point. Collective action is how we build momentum.
07. A Collective Movement for Change
Bringing together people who believe that children's lives, family experiences and the pursuit of justice deserve to be heard, supported and acted upon.
We want to build a community that contributes ideas, shares stories, supports campaigns and helps create the collective influence needed to achieve meaningful reform.

THE FUTURE WE WANT TO HELP CREATE
We want a future where children's safety is never an afterthought.
Where laws provide stronger protections, government systems are accountable and families are treated with dignity, compassion and fairness.
Where women have a stronger voice, families experiencing grief are better supported and lived experience is recognised as an important driver of reform.
We know meaningful change takes persistence, collaboration and people willing to speak up.
Circle of Daughters exists to help make that change possible.
